First Focus Group, 23 November 2013 The first Egyptian focus group session about “Bankruptcy reform” was held on November 23 at the Nile Advisory Group in Cairo. A group of Egyptian jurists and businessmen participated in this meeting, in addition to the Egyptian legal expert in Bankruptcy, Dr. Salameh Arab. The meeting consisted of participants interventions on the subject of bankruptcy reform in Egypt including the possibilities of forcing the creditor to make amicable settlements with the debtor, and helping the debtor in reorganizing its business in case of repayment suspension, and conciliation between the creditors and the state interests from the economic and social sides, as well as establishing a central register for bankruptcy data recording and proceedings… At the end of the meeting, participants emphasized the importance of reforming the Egyptian bankruptcy law and finding solutions to the disadvantages that may be displayed by the practical reality of the current law as well as expressed their willingness to participate in the upcoming sessions to enrich the dialogue on these rules.

Second Focus Group, 9 December 2013
The second Egyptian focus group session about “Bankruptcy reform” was held on December 9, 2013 at the Marriott Zamalek – Cairo. A group of Egyptian jurists and businessmen participated in these meetings, in addition to the chief technical advisor from Lebanon, Dr. Wassim Harb, the two experts in Bankruptcy from Jordan and Egypt, the former Minister of Justice in Jordan, Dr. Ayman Odeh, and Dr. Salameh Arab. The meeting includes a speech by Dr. Wassim Harb about the objectives of the joint cooperation between the Arab Center, Baker & Odeh foundation from the Hashemite Kingdom of Jordan as well as the Nile Advisory Group of Egypt, aiming to foster the investment in the Middle East and to modernize the commercial laws in both Jordan and Egypt especially the bankruptcy laws and regulations. Dr. Harb pointed out that the selection of Egypt state lies in being the legislative source from which all Arab countries will benefit, while Jordan is currently experiencing a dynamism in the legislation modernization. Dr. Harb also emphasized the importance of striving towards reforming bankruptcy laws, especially that bankruptcy systems in both countries need reform in line with the international efforts for legal reform. Moreover, Dr. Salame Arab has explained the reform approaches focusing on the way to protect small traders from the big traders, as well as the need for restructuring the pre-bankruptcy and post-bankruptcy privileges. Dr. Odeh underlined the impact of the Egyptian legislations on the Jordanian legal environment. At the end of the meeting, the questionnaire on bankruptcy was distributed to the audience who addressed some inquiries about it.


Third Focus Group, 23 February 2014
The Third Egyptian focus group session about “Bankruptcy reform” was held on February 23, 2013 at the office of the Nile Advisory Group. A group of Egyptian jurists and businessmen participated in these meetings, in addition to the chief technical advisor from Lebanon, Dr. Wassim Harb, the expert in Bankruptcy from Egypt, Dr. Salameh Arab. The meeting includes a speech by Dr. Wassim Harb about the current bankruptcy system in the Egyptin Trade Act, as well as on the importance of bankruptcy law in various legal regulations related to commercial work , and the international approaches of Bankruptcy law reform to foster the enterprises restructuring. At the end of the session, participants reviewed the survey that was prepared under the project and discussed its questions as well as the suggested recommendations to amend bankruptcy law in Egypt.
